Pennsylvania Emergency Management Agency spokesman Cory Angell says the deaths have not all been confirmed as storm-related but have been reported, three in Lancaster County, two each in Dauphin, Bradford and Lebanon counties, and one each in Chester, Luzerne, York and Philadelphia counties.
Angell says there are still 357 people in shelters in 13 counties, especially in northeastern Bradford and Wyoming counties, but also in other areas along the Susquehanna River
Officials are urging returning residents to report storm damage to local authorities and document them with photos and receipts.
Gov. Tom Corbett says he hopes for a disaster declaration from President Obama.
