Police say 24-year-old Franklin Hanna of Dover, Delaware and 31-year-old Michael Quill of New Castle were captured on surveillance cameras looking into the fence of a closed business where the tools were stolen from.
Hanna was arrested at his residence and Quill was taken into custody after being spotted by police in Wilmington.
Both are facing charges on theft, conspiracy, and criminal trespassing. Hanna was released on $4,000 unsecured bond. Quill was released on $2,025 unsecured bond.
