It happened around 6:40 am in Elsmere, Delaware on the 200 block of Birch Avenue.
The man grabbed the girl from behind but then left, possibly scared off by a vehicle.
He is described as 35-to-40 years old, about 5'9' or 5'10" and 210 pounds.
But police say the most distinctive thing was his older model white work van with an aqua colored wave pattern painted on the bottom.
Anyone with information is asked to call the police.
