During that time there were four different assaults and one of them was murder.
Along Kelly Drive on Saturday afternoon, police cadets and investigators handed out hundreds of fliers reminding women that the man known as the serial rapist is still on the loose.
"After so long they already think we have this man in custody, that this is over and done with but we're here to remind people that it's not over and done with - he's still out there," said Lt. Anthony McFadden of the Special Victims Unit.
DNA has linked the Fairmount Park rapist to three of four vicious sexual attacks, including the murder of 30-year-old medical student Rebecca Park.
In three of the cases, the victims were jogging alone.
"I'm aware. I know about it and I stay away from dark places by myself or even light places because I understand the last was in daylight hours," said Rita Dorsey.
Siobhan Williams and her friend Kimberly Baker of East Falls say because of the Fairmount Park rapist they're always on alert.
"We always come together if we're even on a walk. We would never go out by ourselves," said Williams.
"It's frightening and it's scary and you've got to realize what you're going to do and have a plan whether you're going to scream at the top of your lungs or run," said Baker.
Victims describe the Fairmount Park rapist as a Latino male with an accent, about 5'8" with a thin mustache, a beard and unusual scars on his arm and chest. In two of the attacks he fled on a purple bicycle.
Police say they are still getting tips on the suspect and hope to get more. This is a case that haunts investigators who are anxious to get him behind bars.
"This guy could very well be in this neighborhood, still be in the Philadelphia community. He might be a neighbor, might be a friend, might be a coworker," said Capt. John Darby.
