Wilmington court bailiff charged with child sex solicitation

WILMINGTON - June 27, 2012

40-year-old Kevin L. Gaines of the 200 block of East 25th Street in Wilmington was taken into custody Wednesday at the New Castle County Courthouse, where he was working as a court bailiff assigned to Superior Court.

The online undercover investigation by the Delaware Child Predator Task Force involved communications between Gaines and an undercover detective who was using the profile of a 14-year-old female.

During multiple sessions, officials say Gaines stated that he wanted to meet with the person he believed was the 14-year-old female to have sex with her.

According to police, in two chat sessions, Gaines conducted lewd acts during webcam sessions.

The investigation resulted in detectives identifying the suspect as Gaines.

"With sophisticated technology and coordinated investigation among law enforcement agencies, the Delaware Child Predator Task Force continues to carry out its mission of finding child predators online before they can victimize kids offline," Attorney General Beau Biden said in a statement.

Detectives executed a search warrant at his home Wednesday, seizing a laptop computer.

Gaines was charged with five counts of attempted online sexual solicitation of a child and two counts of obscenity.

He is being held on $42,500 bail and was committed to James T. Vaughn Correctional Center.

The investigation, including a forensic analysis of the computer, continues.
