The finding was the result of an investigation released on Monday by D.A. David Heckler.
The shooting happened back in early June near Clymer Avenue in Sellersville.
Three police officers responded to a report of a man causing a disturbance.
Authorities said 26-year-old Michael Marino, of Quakertown, kept attacking officers while being handcuffed.
During the struggle, one of the officers shot Marino once in the chest. He died at the scene.
Heckler's report concluded that the shooting was not due to the conduct of any of the officers but due to Marino's "continued violent aggression."
The officers were treated at a hospital for their injuries.
