The shooting took place just after midnight at the intersection of 23rd and Mifflin streets.
Police say the 22-year-old victim was shot 12 times. He was rushed to the hospital where he was pronounced dead.
Police apprehended a suspect nearby who fit the description of the gunman and are currently questioning him.
They are also checking area businesses to see if there is surveillance footage of the incident.
