The bill expands the definition animal cruelty to include tethering a dog for 18 or more hours in any 24-hour period. It also bans tethering very young dogs and some nursing dogs.
The governor signed the bill Friday in Stanton.
Violators face possible prosecution on animal cruelty charges.
