Forty-two-year-old Theodore Campbell was arrested Sept. 17 and was released on $7,500 unsecured bail.
Authorities say a 17-year-old girl and her mother reported that the girl had received text messages from a man. The messages allegedly included solicitation of a sex act and a lewd picture.
