It happened at 8:30 a.m. Thursday on Kirkwood Highway at Spruce Street in Elsmere.
Police say the bus had stopped to pick up a passenger when it was struck by the SUV.
A 46-year-old passenger on the bus was taken to Christiana Hospital to be treated for shoulder pain.
The driver of the SUV, identified by police as a man in 30s, was cited for improper passing.
One westbound lane of Kirkwood Highway was closed until police cleared the scene.
