It happened just before 3:30 p.m. at Liberty and Hewitt streets.
Police say a woman was shot multiple times inside her vehicle.
She was taken to a nearby hospital where she is expected to survive.
The children were not harmed during the shooting.
Authorities are searching for a suspect.
