The center, located at 6th and Market streets in Philadelphia, was evacuated just after 12:00 p.m.
The incident at the Visitor Center began around 9:00 a.m. when park rangers received calls for a suspicious man dressed in camouflage with his face painted walking in the area.
Philadelphia officers, transit police and SWAT teams assisted park agents with the manhunt.
The Independence Visitors Center and the parking garage along 5th Street were shut down while police conducted their investigation.
Shortly after 12:00 p.m., park rangers escorted a man in handcuffs out of the Visitor Center; the man was wearing a camouflage jacket.
Police searched his car, which was located in the parking garage, as well as each level of the garage for anything suspicious.
The Independence Visitor's Center was reopened by 1:30 p.m.
No charges have been announced at this time.
