WILMINGTON - May 30, 2013
The investigation was a joint effort between the New Castle County Police Department, Special Operations Unit, the Delaware State Police and Wilmington police.
Authorities say they were addressing the chronic prostitution issues occurring on Maryland Avenue and Canby Park in Wilmington, Route 9 and West Avenue in New Castle, and on Route 13 in the area of Leedom Estates and Manor Park.
According to police, team of officers from each agency responded to their respective areas and began targeting "Johns" who solicited undercover female officers for sex and drugs.
As a result of the operation, the following suspects were arrested and charged with
prostitution:
Amber Green, a 25 year old female who resides in the unit block of East Moyer Circle in
Newark, DE. She was arraigned and released on $500 unsecured bail.
Amy Lutz, a 37 year old female who resides in the 1000 block of Lancaster Avenue in
Wilmington, DE. She was arraigned and released on $1500 unsecured bail.
Jaime Lester, a 33 year old female who resides in the 2400 block of Broom Street in the
City of Wilmington. She was arraigned and released on $200 unsecured bail.
Jennifer Humphrey, a 28 year old female who resides in the unit block of Memorial
Drive in New Castle, DE. She was arraigned and released on $200 unsecured bail.
Anntoinette Eaton, a 28 year old female.
Angela Taylor, 36 year old female who resides in the 900 block of Linfield Road in
Newark, DE. She was arraigned and released on $200 unsecured bail.
Catherine Allex, a 34 year old female who resides in the 800 block of North Country
Drive in Newark, DE. She was arraigned and released on $200 unsecured bail.
Melanie Jeandell, 25 year old female who resides in the 800 block of Liberty Boulevard
in New Castle, DE. Jeandell was also found in possession of drug paraphernalia and was
charged accordingly. She was arraigned on both charges and released on $400 unsecured
bail.
Caroline Barner, 52 year old female who resides in the 200 block of West Harrison
Street in Wilmington, DE. She was arraigned and released on $200 unsecured bail.
The following 13 suspects were arrested and charged with solicitation:
Armando Rodriguez, a 38 year old male who resides in the 700 block of North Market
Street in the City of Wilmington, DE.
Carlos Paralta, 28 year old male who resides in the unit block of Iron Branch Road in
Millsboro, DE.
Esteban Arriga-Lbanez, a 63 year old male who resides in the 400 block of Robinson
Lane in Wilmington, DE. He was arraigned and released on $200 unsecured bail.
Frederick Purnell, 41 year old male who resides in the unit block of Williams Court in
New Castle, DE. He was arraigned and released on $250 unsecured bail.
Jose Tupel, a 27 year old male who resides in the 500 block of Homestead Road.
Mario Reyes, a 32 year old male who resides in the 900 block of Grant Avenue in
Wilmington, DE. The subject was found guilty of the charge in JP Court 20.
Dante Simms, a 25 year old male who resides in the 100 block of Hickman Road in
Claymont. He was arraigned and released on his own recognizance.
Roosevelt Kendrick, a 67 year old male who resides in the 1800 block of North Broom
Street in the City of Wilmington. The subject was found guilty of the charge in
JP Court 11.
Calvin Barber, 58 year old male who resides in the 100 block of Halcyon Drive in New
Castle, DE. Barber was also charged with possession of cocaine and possession of drug
paraphernalia. He was arraigned and released on $300 unsecured bail.
John Shipley, a 55 year old male who resides in the 600 block of East 95th Street in
Chester, PA. He was arraigned and after failing to post bail was committed to the
Howard R. Young Correctional Institute.
Steven Malishek, a 58 year old male who resides in the unit block of Nicole Court in
New Castle, DE. He was arraigned and released on $100 unsecured bail.
Juan Encarnacion, a 27 year old male who resides in the 100 block of Carvel Avenue in
New Castle, DE. He was arraigned and released on $100 unsecured bail.
Richard Snyder, a 26 year old male who resides in the unit block of Hardy Road in New
Castle, DE. He was arraigned and released on $100 unsecured bail.
The following suspect was apprehended for a capias:
Vernese Divrigilio, 54 year old female who resides in the 1400 block of Cypress Avenue
in Wilmington, DE.
