State police said the wreckage was found at about 10:30 a.m. Sunday.
FAA spokeswoman Kathleen Bergen said the pilot didn't file a flight plan, so flight details are unconfirmed. The National Transportation Safety Board said earlier that the twin-engine plane left Sandusky, Ohio, on Labor Day heading for Wilkes-Barre.
Coroner Anthony Conarton said he couldn't identify the victims due to the severity of their injuries and was awaiting dental and medical records.
