The grievances about program and curriculum deficiencies stem from major budget cuts that have also decimated support staff at city schools.
Officials say the complaints will be reviewed. Education Department spokesman Tim Eller said Thursday the state is confident all regulations are being met.
But the group Parents United for Public Education contends the reductions violate Pennsylvania's mandate to provide "thorough and efficient" schooling.
The group plans to relay another 100 complaints this week. Advocates say it's "unconscionable" for state officials to withhold a $45 million federal grant while students suffer.
The state won't release the aid until teachers agree to a contract with major givebacks.
