Fire broke out at the Mineral Springs Hotel, a restaurant with apartments upstairs, on North Delaware Drive just after 1:15 p.m. Tuesday.
The building in Forks Township dates back to 1830.
Emergency officials were responding to a complaint of a domestic disturbance when they saw flames.
The cause of the fire has not yet been determined.
The injured include two police officers and two residents.
