14 arrested in New Jersey child porn sweep

TRENTON, N.J. - October 28, 2013

The results of the investigation, dubbed "Operation Predator Alert" by the New Jersey Attorney General's office, were announced on Monday.

The investigation focused on those who allegedly used a file-sharing network to download and distribute child porn.

The pornographic files allegedly included videos of child rape, according to acting NJ Attorney General John J. Hoffman.

Investigators found them by tracing the electronic fingerprints they allegedly left on file sharing software.

"We have seized the computers of these defendants and we have the expertise to determine what they were doing and when they were doing it and just how much of this filth they were putting out and sharing on the internet," said Hoffman.

One of the suspects, Howard Chang, is also charged with tampering with evidence for allegedly throwing his computer down the stairs when agents raided his home.

The arrests, made between September 30th and October 24th, were the first under the state's new child pornography law.

If convicted of distributing 25 or more child porn files, the suspects face five years in prison without parole. If convicted of possessing 100 or more child porn files, the suspects face three to five years in prison.

The suspects arrested are identified as:

Huahao "Howard" Chang, 30, of Somerset, was arrested on Sept. 30th. Bail was set at $75,000.

Jeffrey M. Mander, 25, of Bridgeton, was arrested on Oct. 1st. Bail was set at $50,000.

Juan C. Alvarez, 33, of Egg Harbor, was arrested on Oct. 2nd. Bail was set at $100,000.

Mark V. Miller, 66, of Millville, was arrested on Oct. 3rd. He was released without bail.

Cristian Gonazalez-Araya, 33, of Trenton, was arrested on Oct. 7th. Bail was set at $100,000.

Juan S. Montoya, 24, of Pennsauken, was arrested on Oct. 8th. Bail was set at $100,000.

Mitchell Beard, 32, of Lower Township, was arrested on Oct. 9th. Bail was set at $75,000.

Jackson Beard, 32, of Lower Township, was arrested on Oct. 9th. Bail was set at $75,000.

James Hooker, 66, Eastampton, was arrested on Oct. 10th. Bail was set at $75,000.

Francis "Frank" P. Gillice, 63, of Cape May Court House, was arrested on Oct. 15th. Bail was set at $75,000.

Brian S. Bell, 40, of Woodstown, was arrested on Oct. 16th. Bail was set at $40,000.

Celalleti "Steve" Koc, 25, of Hamilton (Mercer County), was arrested on Oct. 17th. Bail was set at $40,000.

Cesar Urena-Valverde, 30, of Trenton, was arrested on Oct. 22nd. Bail was set at $100,000.

Jason Block, 33, of Wrightstown, was arrested on Oct. 24th. Bail was set $100,000.
