The dead animal was found around 11:00 Tuesday morning on the 1900 block of E. Washington Lane.
The cat's owner made the discovery right next to their family home and called police.
A Philadelphia store owner has been cited for the incident.
The PSPCA says the store owner admitted tethering the cat to a fence to keep it from running around.
The family says its beloved pet was well known in the neighborhood. <22+pad>
"He wasn't even like an actual cat. He was more like a little dog. He knew his name. If you called his name and told him to go and do something, he would do it. Fudgey was an amazing cat," said Brandi Miles.
Miles says her family adopted Fudgey when he just showed up in their yard eight years ago.
