The incident happened around midnight at the intersection of 4th and Wingohocking Street.
The victim was shot several times as he tried to get into a 1993 Toyota, police say.
He was rushed to the hospital in critical condition where he later died.
Investigators found at least a half dozen shell casings littered on the ground.
Several bullet holes also pierced the car.
So far, there is no word on the motive for the shooting.
