Police say 39-year-old Kornwell Chan stalked a female student on at least 10 occasions. He was arrested at his home.
According to authorities, the Megan's Law offender has a long history of bizarre crimes.
In December 2012, he pleaded guilty to stalking a woman he met at a local train station, later breaking into her Springfield Township home to steal her undergarments.
Chan also was convicted of taking video up the skirts of multiple women at the King of Prussia Mall between September 2011 and May 2012.
