The McLennan County sheriff's office says of the 177 people arrested, just over a dozen have bonded out as of Monday.
Bail was initially set at $1 million for each person arrested in the shootout, which killed nine people.
Some of the defendants have successfully had their bonds reduced, others have filed motions requesting bond hearings.
Authorities say the violence that broke out at the Twin Peaks restaurant in Waco was gang related.
The bloodshed and arrests sparked fears of reprisals against law enforcement and escalating violence between rival gangs.
