An adult and two children were attacked by a pit bull in Philadelphia's West Oak Lane section.

WEST OAK LANE (WPVI) -- An adult and two children were attacked by a pit bull in Philadelphia's West Oak Lane section.

It happened just before 6:00 p.m. Saturday.

Police say the dog ran under a fence in the 1500 block of Beverly Road. That's when the dog attacked two children, ages 9 and 11.

Authorities say an adult male attempted to help the children when he too was attacked.

Monique Ketter heard the children's piercing screams and rushed out onto her back deck.

She saw the Good Samaritan swinging a shovel to ward off the dog.

"I could see the blood on his arm but the little boy was bleeding through his shorts so I'm not really sure where he got bit but you could see blood through his shorts," said Ketter.

"A second time is inexcusable," said David Porter, neighbor.

Porter says the mauling should've never happened.

He says two weeks ago, the same dog attacked his Pomeranian. His dog 'Bandit' suffered severe injuries and had to be put down.

"They called me in the morning and said he did well through the night then an hour and half later, they called and said it was more extensive than they thought it was," said Porter.

Porter says Animal Care and Control Team of Philadelphia told him it does not confiscate animals for dog on dog attacks.

However they will do so if an owner surrenders the animals.

"That needs to change. It took two kids and grown man to get bit for someone to come out and take the dogs. If they would have taken them back then this wouldn't have happened," said Porter.

All three victims suffered bites and were taken to Einstein Medical Center in stable condition.

Action News made repeated calls to animal control but were unable to reach someone for comment.

The incident is under investigation.
