A City Council hearing called into question whether the PPA is short-changing the Philadelphia School District.

PHILADELPHIA (WPVI) -- A City Council hearing called into question whether the PPA is short-changing the Philadelphia School District.

A portion of money from parking meters and red light camera tickets is supposed to provide money for schools.

Those two revenue streams typically generate more than $100,000 a year.

But some council members are trying to figure out why PPA payments to the school district are going down, even after the parking-rate hike.

The state-controlled PPA says those formulas are set by law.
