Authorities identify the suspect as Trev Bowies Jackson. They say Jackson has a wounded left hand and the hand may still be bandaged.
The incident occurred on Sunday, November 22 in the parking lot of the Crossroads Shopping Center in Manchester Township.
Police say Officer Lynn Anderson pulled over Jackson for suspected DUI.
In the video, Officer Anderson can be heard telling Jackson, "You're not using turn signals and you're kind of weaving around your traffic lane."
Police say Officer Anderson detected a strong odor of burning marijuana emanating from the vehicle.

In the video, Officer Anderson asks for Jackson's license and then asks him to step outside the vehicle.
As the officer was attempting to take the suspect into custody, police say Jackson pulled a handgun from his waist area and fired three rounds at the officer.
The officer returned fire as Jackson jumped into his car and fled the scene.
Police say Officer Lynn Anderson was not wounded by the gunfire, but did sustain facial injuries.
He is reportedly doing well and has returned to duty.
Police say the suspect's 1994 Buick Le Sabre has been recovered. The vehicle was located in the 1800 block of North George Street in Manchester Township.
An arrest warrant has been issued for Jackson and police released the video in hopes of his arrest.
Pennsylvania Crime Stoppers has posted up to $5,000 reward for information leading to the capture of Jackson.
Jackson is charged with Criminal Attempt Homicide, Aggravated Assault, and Recklessly Endangering Another Person.
He is described as black male, 5'7, 170 pounds, wearing blue jeans, and a tan hooded jacket.
