A kick by a Pennsylvania police officer is creating legal trouble for the city of Allentown.

ALLENTOWN, Pa. (WPVI) -- A kick by a Pennsylvania police officer is creating legal trouble for the city of Allentown.

The man who is seen on dash cam video is suing the city and members of the police department.

Hector Medina-Pena says the officers violated his civil rights by using excessive force during the 2015 incident.

Allentown's police chief says Medina-Pena was pulled over because he matched the description of a burglary suspect and repeatedly refused to comply with police.

Medina-Pena was arrested and later plead guilty to robbery.
