A Wisconsin mother is now behind an anti-bullying ordinance to make bullies and their parents pay.

For mom Beth Harmon, it's personal.

She says her middle school son was repeatedly bullied at school and beaten on the playground - and nothing was done.

Harmon says she tried several times to work with the school and even turned to local authorities.

"Even the police department said that since they are 11 (years-old), there's nothing they can do," she said. "There has to be something the steps it up that says to the kids this is unacceptable, and the parents know about it."

Her plan starts with a warning letter to the parents and from there, the ordinance would mean fines for repeat offenders.
