MAYFAIR (WPVI) -- Philadelphia police have released surveillance video of a road rage shooting that left a man in critical condition.

Action News talked to a woman who witnessed the entire ordeal, shocked something so violent and seemingly random could happen in broad daylight.

She said, "He's in the car and he is hurt, upset beating at the steering wheel."

Police say, a 22-year-old man was driving west on the 2600 block of Cottman Avenue in the city's Mayfair section around 8:30 p.m. on July 3.

The witness saw everything and is scared to this day. "I heard the first two shots, and of course the tension is directly outside the window then the second two shots," she said.

Police say the shooter had no regard for human life pumping four bullets into a car over a misunderstanding on the road.

The shooting was right in front of Roosevelt Mall and the gunman had two young girls in the car.

The victims and shooter's cars were side by side when tempers turned violent.

"Our complainant asked him what's going on. And he said, say something, say something, and the driver said, what do you want me to say and he fired 4 shots," said Philadelphia Police Lt. Dennis Rosenbaum.

The 22-year-old man was hit once in the torso, a bullet now lodged in his spine.

"He has traumatic injuries that will probably be with him the rest of his life," said Lt. Rosenbaum.

In the two weeks since the shooting police have identified the type of car as a 1998-2002 Toyota Corolla that they are looking for.

What's scary, the seemingly random violence.

What's worse, the shooter had a woman and two girls under 10 years old in the back seat.

"This guy has a family in the car, or whoever they are to him, and decides to shoot this man in front of the kids, that's what's extra concerning about this case," said Lt. Rosenbaum.

The victim described the shooter as a Hispanic man in his 30's with a beard, driving the green Toyota Corolla, and he says he wasn't traveling alone, a woman was up front.

"When he looked over he saw two small kids in the backseat of the shooters car," said Lt. Rosenbaum.

The witness added, "That's devastating, it's just out right devastating to think that you would do that with your kids."

She also said there are people who likely saw more than she did. It's a busy intersection with a bus stop, shopping and foot traffic.
