Blue Route shoulder to open to traffic

DELAWARE COUNTY (WPVI) -- PennDOT is planning changes to the two-lane stretch of the Blue Route in Delaware County between I-95 and Commodore Barry Bridge.

Engineers will design a system to occasionally open the shoulder to traffic in order to alleviate congestion.

However, this change is at least four years away.

A similar system is already in use outside of Washington.
