Police say a 32-year-old driver was operating a 1991 International tractor-trailer.

There were fifteen cows in the truck.

Police say the truck's wheel caught a curve, the load shifted, and the truck overturned.

Three of the animals were killed in the crash.

The driver was properly restrained as was not injured.

He was cited by troopers with operating an improperly loaded vehicle.

The ramp closed for hours while workers cleaned up the highway and removed the cows.

The ramp has since reopened.
