WEST PHILADELPHIA (WPVI) -- More than 100 people attended a ribbon cutting for affordable housing in West Philadelphia.

Wednesday was the official grand opening of The 4050 Apartments - a new complex on Haverford Avenue.

The complex contains 20 units specifically designed for low income artists, families, and others who live and work in the Lower Lancaster Avenue community.

The development is expected to be fully occupied by the end of March.

The complex was built on a former vacant lot.

City officials along with members of the People's Emergency Center and $7.2 million in funding helped the building become a reality.
