AG: 22 charged in drug ring based in Philly area

PHILADELPHIA (WPVI) -- A total of 22 people have been arrested in a statewide drug ring based out of the Philadelphia area, Pennsylvania Attorney General Kathleen Kane announced on Wednesday.

The ring operated in 44 of Pennsylvania's 67 counties, investigators say. In all, 59,000 oxycodone pills were allegedly bought using forged prescriptions and stolen information from doctors for a profit of $1.7 million.

According to a grand jury, the prescriptions were filled using legitimate prescription paper and that the stolen identities of more than 50 doctors across the state were used.

Kane said the investigation began in February, 2013, when a fraudulent oxycodone prescription was filled in Lewistown, Mifflin County.

That discovery led to a statewide investigation, Kane said, and to the alleged ringleader, Kevin Andrews Jr. of Upper Chichester, Delaware County.

According to Kane, the grand jury found Andrews would drive the 'runners' to pharmacies as far away as Erie to fill the fraudulent prescriptions.

He also allegedly coached his associates to look injured with slings or bandages.

Another suspect was identified as Rite Aid employee Quiana Bostick of Baynton St. in Philadelphia.

She is accused of changing doctor's phone numbers in the store database.

The changed phone numbers would be answered by Andrews, investigators say, who would fake the prescription confirmation to pharmacists.
