Arrest made in deadly hit-and-run of man on scooter in Kensington

KENSINGTON (WPVI) -- Authorities have made an arrest in a hit-and-run incident that claimed the life of 36-year-old Tommy Dunbar in Philadelphia's Kensington section.

Police executed a search warrant Thursday at a home on the 3200 block of Cedar Street, taking 62-year-old Ramon M. Morales into custody.

Morales is now charged with Murder, Accident Involving Death, Homicide by Vehicle and Involuntary Manslaughter.

It happened at 9:22 p.m. Wednesday at Aramingo and Lehigh avenues. Police say the driver of an SUV was making a right turn onto Lehigh Avenue when his vehicle struck Dunbar's scooter.

Dunbar was thrown from the scooter and became trapped under the SUV. Police say he was then dragged approximately 240 feet before the SUV sped off.

Dunbar was rushed to Hahnemann University Hospital, where he was pronounced dead.

Witnesses at the scene were able to give investigators the license plate number of the striking SUV.

Around 12 a.m. Thursday police located the vehicle less than a mile away.

Action Cam video from Madison and Cedar streets showed investigators surrounding a 2005 Pontiac Aztec with New York tags.

The vehicle had damage on the front right side.

Philadelphia Police Chief Inspector Scott Small says, "We're certain the driver of the striking vehicle realized what he did."
