NORRISTOWN, Pa. (WPVI) -- A man employed at a Montgomery County youth center has been charged with raping an 18-year-old resident.
34-year-old Joel Springer of Philadelphia has been charged with rape, sexual assault, indecent assault, institutional sexual assault, and unlawful restraint.
Authorities say the 18-year-old victim was raped twice on Saturday, August 27 by Springer at the Montgomery County Youth Center where he was employed as a youth and family advocate.
On its website, the Youth Center says the 12-bed shelter "houses juveniles for minor delinquent offenses and dependency issues, such as runaway, truant, or ungovernable behavior."
Springer was arraigned Wednesday night. Bail was set at $500,000 cash.
He was remanded to the Montgomery County Correctional Facility.
