Jose Gonzales-Morales, 24, was arrested on Saturday.
The incident happened back on February 15 when troopers responded to the Magic Car Wash on the 3200 block of Naamans Road for reports of a theft.

According to police, a customer said she had her car washed at that location when her engagement ring went missing from inside her vehicle. It was valued at $2,400, according to court documents.
Officials say they spoke with several employees at the car wash, including Gonzales-Morales, but no ring was recovered.
During the investigation, troopers learned the victim had provided local pawn shops with a photo of the missing ring in case someone came in to try to sell it.
On February 23, Gonzales-Moralez allegedly went to one of those shops and attempted to pawn the ring.
The pawn shop owner recognized the ring, contacted authorities, and it was returned to the victim.
Gonzales-Morales is charged with theft and providing a false statement to law enforcement.
He has been released on $2,500 unsecured bond.
