Contractor killed by Philly homeowner allegedly part of transnational criminal organization: DHS

PHILADELPHIA (WPVI) -- The Trump Administration released an update Tuesday on a construction worker who was shot and killed at a home in Philadelphia's Roxborough neighborhood last week.

The Department of Homeland Security says the victim, 20-year-old Salis Hanrahan, was from the United Kingdom and was in the country without legal permission.

Federal investigators say he was allegedly affiliated with "The Traveling Conman Fraud Group," which is said to be a transnational criminal organization.

According to the DOJ and FBI, members of the group are known to allegedly scam and target homeowners with fraudulent, overpriced and low-quality construction or home repair services.

However, officials say ICE and CBP have never encountered Hanrahan.



Hanrahan's wife, Roseann, shared photos of him and said he leaves behind a 1-year-old daughter.

Hanrahan's wife described him as someone with a heart of gold, who always had a smile on his face, and who loved his family deeply.

Police say Hanrahan was shot and killed earlier this month outside of a home on the 400 block of Ripka Street.

Workers told police they were outside putting siding on the house when they heard a commotion inside. Hanrahan then walked out of the home and collapsed with a gunshot wound to the chest, police said.



The homeowner, 75-year-old George Barr, has been charged with murder.

Neighbor Scott Thomas described Barr as a retired firefighter, Vietnam veteran and an unofficial neighborhood patrol.

Barr's family declined to comment. Police said homicide detectives continue to investigate what led up to the shooting.

Barr was arraigned last Thursday and denied bail.



The investigation is ongoing.
