theft of an off-duty Philadelphia police officer's car is now in police custody, according to U.S. Marshals.
Kadafi Fleming surrendered to Philadelphia police at 6 p.m. Tuesday.
"We have a very good reputation for catching people, and you will be caught; it's only a matter of time," Robert Clark, Supervisory Deputy U.S. Marshal, warned before the arrest was made.
Fleming was named a person of interest after an off-duty officer's Dodge Charger was taken around 3 a.m. Monday in the city's Eastwick section
The officer followed the suspects to the 2900 block of South 70th Street, where gunfire was exchanged before the suspects fled in a stolen red Lexus that was later found. Sources say the suspects later drove away in a blue Lexus that was also reported stolen.
No charges have been filed in the case.
In the murder of Billy Schmidt, investigators say Fleming is facing charges of robbery conspiracy, theft and obstruction of justice.
Investigators believe Fleming stole the car used before Schmidt's murder and then got rid of it afterward.
Fleming's 16-year-old brother, Azzubair Outen-Fleming, was captured by U.S. Marshals in Colorado last month, in connection with the killing. Outen-Fleming is facing murder charges,
Authorities say Fleming has a significant criminal history.
"This is an individual that at 19 years old has a significant criminal history. He's been locked up for firearms, possession, resisting arrest, possession of a stolen vehicle," Clark said.
