Marshals offer additional $5K reward for teens wanted in Penn State student's murder

Authorities are searching for Kaiseem Smith and Azzubair Outen-Fleming, both 16, in connection with the killing.

Police name 2 suspects wanted in killing of Penn State student

PHILADELPHIA (WPVI) -- The U.S. Marshals Service is asking for help finding two teens wanted in the murder of Penn State student Billy Schmidt.

The Marshals announced Wednesday they are offering a $5,000 reward for the arrest of Kaiseem Smith and Azzubair Outen-Fleming, both 16 years old. That is on top of a $20,000 reward offered by the Philadelphia Police Department for an arrest and conviction in this case.

The additional $5,000 reward is for information leading to their arrest, and will be processed immediately upon arrest and not upon conviction, officials say.

Warrants were issued for Smith and Outen-Fleming for the June 6 robbery and fatal shooting of Schmidt in South Philadelphia.

The Philadelphia District Attorney's Office says Smith was charged with murder on Sunday, followed by charges for Outen-Fleming on Monday.

Officials describe Smith as being 4 feet, 10 inches tall, weighing roughly 110 lbs. He is a resident of Wilmington, Delaware, but is known to frequent the 27th and Reed area of Philadelphia.

Outen-Fleming is 5 feet, 6 inches and weighs approximately 145 pounds. Officials say he goes by the nickname "Zubair," and was last seen in the 3400 block of Germantown Avenue.

"Surrender now. If you choose to remain fugitives, the Marshals Service will relentlessly pursue every lead, every associate, and every tip until you are located and taken into custody," said Supervisory Deputy U.S. Marshal Robert Clark.

The 22-year-old Penn State senior was gunned down just yards from his family's home in the 1900 block of Durfor Street around 1:30 a.m.

Surveillance video obtained by investigators appears to show the moments leading up to the shooting. In one video, a person is seen throwing a cellphone. Seconds later, another individual runs around a corner with Schmidt chasing after him. Police said the gunman then turned and shot Schmidt in the chest.

Family members said Schmidt had been returning from a nearby bar where he had been watching an NBA Finals game with friends.

Earlier this month, police released video of the wanted suspects.

Both juveniles should be considered armed and dangerous, officials warn.
