Naseem Sills, 19, surrendered Friday without incident, police said.
He is expected to be charged with the murder of 19-year-old Maurice Quain, who was one of nine people shot.
The other eight victims survived.
The victims, including three juveniles and six adults, were shot at a holiday "pop-up event" near the intersection of 60th Street and Kingsessing Ave. around 11:30 p.m. that night.
The crime scene spanned over two blocks.
Officials said they believe a car pulled up and someone inside began firing at the crowd.
