Authorities say Ali tried to jump out of the back window of a home surrounded by federal agents. Inside drugs and weapons were discovered.
Ali is charged with attempted murder, robbery, weapons violations, and drug sales in the May 3, 2022 shooting, police said.
According to police, the shooting began when Jamie King was sitting in his tow truck outside of International Recovery Systems, an automotive repossession company in Chester. He was waiting for his next assignment when he got out to lock the gate.

King, a father of four, was sitting in his vehicle when Ali allegedly shot him multiple times after he was upset that a rental vehicle he was using was repossessed by the company and parked in the lot.
King tried to get away after being shot but he crashed into the building next door.
On Wednesday, Delaware County detectives called King's wife Nicole to tell her about the arrest of Ali.
King and his wife spoke to Action News about the arrest Wednesday.
"A sigh of relief," said Jamie.
His wife Nicole said the detective "gave us a call to let us know right away they got him, they got him."
The tow truck driver was shot multiple times, once in his head and once in his chest.
"Jamie has been in speech therapy, occupational therapy, recreational therapy, "said Nicole.

Jamie's recovery is ongoing and extensive and includes stops in several rehabilitation centers in Pennsylvania and Florida, where he relocated with his family.
Currently, he is still struggling with seizures.
"We are blessed, his recovery is a true miracle," said Nicole.
Jeremy Cross, Jamie's former boss at International Recovery Systems, told Action News he too was relieved after learning about the arrest but was angry about what the shooter did to their employee and friend.
"The initial emotion was relief and satisfaction, probably revisiting some anger and frustration, but most importantly, Jamie and his family will have some peace," said Cross.
"Our family has grown closer and tighter than we've ever been. This is going to be tough really, tough, this next step," said Nicole.
