NORTH PHILADELPHIA (WPVI) -- Wilfredo Pedraza says his nephew Jovanni Oyola was filled with love.

"He always would say I love you," said Pedraza.

On July 22, 2015, the 19-year-old was outside his girlfriend's house along the 3000 block of North Howard Street in North Philadelphia.

Just before 10 p.m., police were called to the scene for reports of a person with a gun.

"The guy came down the block and saw him, and I don't know what started shooting him," said Pedraza.

Officers found Oyola suffering from multiple gunshot wounds. He was taken to the hospital where he was pronounced dead.

"And the way he left, it really hurts," said Pedraza. "It's still inside of us."

The City of Philadelphia is offering up to $20,000 for the arrest and conviction of the person responsible.

"We want to know what happened, we are telling everybody to please, somebody say something," said Pedraza.

And Pedraza has this to say to his nephew's killer: "We are not mad at him because we understand that he probably was under the influence of drugs or under the influence of alcohol.

"But at the same time, we want to let him know that we forgive him," said Pedraza.

He says even though Oyola only lived 19 years, the family is grateful for that short time.

"We still thank God for that moment that we had with him," said Pedraza.
