Taking the helm at DHS

CENTER CITY (WPVI) -- The city of Philadelphia has a new Human Services commissioner.

Mayor Jim Kenney announced Wednesday morning that Cynthia Figueroa will take over the job.

Figueroa once worked as a deputy commissioner in that department.

For the past five years she's been the president and CEO of Congreso de Latinos Unidos.

DHS has been under fire lately.

The state downgraded its license after finding violations of child welfare laws.
