A woman who was operating a daycare without a license is facing charges after her SUV was towed away with two children inside.

NEWARK, Del. (WPVI) -- A Delaware daycare provider has been charged after she allegedly left two children unattended in a vehicle, which was towed away with the children inside.

40-year-old Tonya F. Robinson of Bear charged with two counts of endangering the welfare of a child. She was then arraigned and released on $4,000 unsecured bail.

State police say Robinson left a 1-year-old girl and a 5-year-old girl in her 2007 Dodge Aspen while she shopped at the Pencader Shopping Center on Route 72 in Newark.

It was 12:20 p.m. when a tow truck driver repossessed Robinson's vehicle. He tells Action News that he arrived and found the vehicle in a no parking zone. He loaded it on his flatbed and was out of the lot by 12:29 p.m..

When he got back to the tow yard, less than a mile away, he heard a child calling for her mother. That's when he saw the 1-year-old girl in a booster seat.

The man told his boss who called police. And while waiting for the police, he says the 5-year-old girl popped up from the third row of the SUV.

At about the same time police say Robinson discovered that her vehicle and the children were missing and contacted 911.

The tow truck driver says he looked in the vehicle before he towed it but didn't see the children because the 5-year-old was laying down and there were shopping bags around the 1-year-old girl.

The children were in the care of an in-home daycare provider. The little girl's father tells Action News the girl is almost 2. He says police took the children back to the daycare and called his wife around 3:30 p.m.

The parents are questioning why their daughter was turned over to someone at the daycare after being put in danger by the daycare provider.

Delaware officials will order Robinson to shut down her daycare because she was unlicensed.
