SOUTHWEST PHILADELPHIA (WPVI) -- A family is making a plea to the public in hopes of finding who hit their loved one with a car at a bus stop in Southwest Philadelphia.

Police say the driver got out of his car, stood over the victim, then got back in his car and drove off.

The good news is that 22-year-old Dominique Parker-Sims is on the mend at Penn Presbyterian Hospital, now upgraded to good condition.

"I think he's a low life scum and he needs to be caught," said Elaine Shoemaker, who didn't mince words on her opinion of the suspect.

Shoemaker was among those who ran to help Dominique as she lay bleeding on the ground. She had been at the bus stop at South 84th Street and Lindbergh Boulevard on her way home from work around 6:45 Monday morning when she was run down by a small green pickup truck.

As others ran to help, the driver ran off after stopping briefly.

Shoemaker explains, "He got out, looked at her, actually walked over, walked around her, and then walked back to his truck."

Good Samaritans stayed behind to help, including two hospital workers.

Dominique was in pain and in and out of consciousness, but was able to give them her name.

The ambulance rushed her to the hospital, but witnesses say the police never came to investigate.

Dominique worked the overnight shift at the Pet Hotel not far from the accident scene. The owner says she's an incredible person and incredible employee and they're devastated by the news of the accident.

Her father says she loves animals and wants to become a veterinarian.

She had recently graduated from Iowa Central and was hoping to study at Penn. Now she's in the hospital at Penn struggling to recover from a devastating setback, and the man who put her there is nowhere to be found.

"Eventually he slowly got into his truck. I turned around, I seen him getting into his truck. I started yelling to him to stop, get out the truck, whatever. I told other people that were there to try and chase the truck, and he just took off," Shoemaker said.

12th district police have a report of the incident, and are turning the case over to the Accident Investigation Division, which handles hit and run cases.

Witnesses describe the driver as a slender, tall, white man wearing a ball cap and driving a small, green pickup truck.
