MANTUA (WPVI) -- Philadelphia Police say a man has turned himself in, saying he was the hit-and-run driver who seriously injured a 7-year-old girl.

Investigators are still talking to the man. No charges have been filed.

It happened around 6:45 p.m. Sunday at the intersection of 42nd and Pennsgrove streets in the Mantua section.

Family members and witnesses say one car stopped to let 7-year-old Alure McLean cross the street.

Police say that's when the hit-and-run vehicle went around, struck the girl, and dragged her under the SUV for several feet before briefly stopping and taking off.

The child was taken to Children's Hospital of Philadelphia.

Action News spoke with Alure's mother who says her daughter has a skull fracture and a broken ankle.

The striking vehicle is described as a lime green Mitsubishi Outlander, with PA tags JKY-7458. It was last seen headed east on Girard Avenue from 38th Street.

Sources say the registration came back to an owner and home in Lansdowne, Delaware County.

The driver is described as a black male, 45-50 years of age, with a medium build and facial hair with bits of gray in it.
