Police say a teenager not old enough to drive is in custody for abducting a 1-year-old in Kensington.

KENSINGTON (WPVI) -- Police say a teenager not old enough to drive is behind the abduction of a 1-year-old in Kensington. The child was safely reunited with family but the teen could be facing charges.

The incident unfolded around 4:45 p.m. Wednesday along the 1800 block of East Clementine Street.

Authorities received a report that a 14-year-old had kidnapped her cousin and took off in her uncle's 2005 Nissan.

"She's only 14 years old, she can't have a driver's license, she's too young to drive," said Chief Inspector Scott Small, Philadelphia Police.

Investigators say fortunately the car was equipped with Onstar and it wasn't long before they were able to track it down.

"The vehicle was tracked throughout the city, it was in the 19th district, in West Philadelphia, it was on Route 1, south of Route near City Avenue," said Chief Inspector Small.

Ultimately the car ended up parked in the 3700 block of Sydenham Street.

Police then saw the 14-year-old running down an alley, carrying the baby and accompanied by the 18-year-old male.

Police say the pair handed the baby to a complete stranger, a 25-year-old woman who was sitting on her porch in the 3700 block of North 16th Street, and then ran in her house.

"Both the male and the female took their jackets off and the 14-year-old also took off her shirt off. I think they were trying to disguise themselves from the police," said Chief Inspector Small.

The baby was taken to Children's Hospital of Philadelphia for evaluation and is said to be okay.

As for why the teen took the child, police are still trying to figure that out.

"Why she did this, why she took the child is unknown," said Chief Inspector Small.

Police interviews the 1-year-old's mother as well as others in connection with the case.

Investigators have not determined whether or nor the 14-year-old will be charged.
