VIDEO: Search for fire extinguisher thief

PHILADELPHIA (WPVI) -- A property manager is asking for the public's help in catching a burglar who has returned to a particular apartment building at least three times.

The Citizens Crime Commission is administering a $1,000 reward for information that leads to the arrest and conviction of the person responsible.
