Police say a 51-year-old man was unconscious and unresponsive "with injuries indicative of falling from an elevated position."
Authorities said Gerardo Hernandez-Rodriguez, 41, stumbled and fell nearly 200 feet down the embankment.
The man who died while skydiving on Wednesday afternoon was an experienced skydiver, a spokesperson with Skydive Cross Keys said in a statement.
Detectives on the scene reportedly initially told Blair's wife there was a gunshot wound to his head, but the local prosecutor's office eventually ruled his death an accidental fall.
The State Attorney General's Office of Baja California later released a statement saying an autopsy established that Blair's death "was the result of an unfortunate accident due to the fall of the deceased from a third floor."
At this point, authorities say there is no indication of foul play, and this case is being investigated as an accident.
