The shooting happened around 11 a.m. Wednesday on the 4500 block of Oakmont Street.
Police say the victim was shot in his jaw. He was taken to the hospital where he died.
The rear window of the car was blown out, with shell casings littering the scene.
"It makes me kind of uneasy. I have three kids, they do play out here sometimes. I spend mornings out here and it makes me kind of uneasy- but I know law enforcement is handling it," said Antoine Mason.
That was no word on a suspect or motive.
This is the fourth homicide in Philadelphia since Monday evening.
