PHILADELPHIA (WPVI) -- City workers in Philadelphia plan to rally outside of City Hall Tuesday morning.

The workers plan to protest the proposed job and service cuts.

Philadelphia has accumulated a deficit of $649 million since the pandemic began.

Mayor Jim Kenney has warned the city will have to make painful decisions in order to reduce spending.

Tuesday's rally is planned for 11 a.m.
