Mayor Kenney ends fire department's 'brownout' policy

PHILADELPHIA (WPVI) -- Philadelphia Mayor Jim Kenney on Thursday ordered an end to the fire department's controversial "brownout" policy.

A rotating list of fire stations would close in an effort to save money.

Firefighters hailed Thursday's decision, saying the temporary shutdowns affected response times.
